Guidance
One quirk of Hugo's build catches people out. PEN Ratio is an accepted main stat in slot 5, but PEN as a substat carries a weight of 2, the lowest weighting given to any stat on any build here. Those two facts are not in conflict: accepted main stats and substat weights are scored separately, and a PEN Ratio main is fine while PEN rolls on top of it are nearly dead weight. Do not read "PEN Ratio is allowed in slot 5" as "farm PEN rolls". What he actually wants is crit, with CRIT Rate weighted above CRIT DMG and targets of 70% and 160%. ATK% is a reasonable third. He is flexible where it counts. Slot 4 accepts CRIT DMG, CRIT Rate or ATK%, and slot 5 takes four different mains, so relatively few discs are outright wasted on him. Twelve loadouts across two 4-piece options (Hormone Punk and Puffer Electro) give you room too. Slot 6 is the strict one at ATK% only.
