Guidance
Two stats named ATK do very different jobs in Soldier 11's build, and confusing them is the usual reason her score disappoints. ATK% is weighted 8. Flat ATK is weighted 2, the lowest value she assigns to anything. Rolls into flat ATK are close to dead weight; rolls into ATK% are worth four times as much. Her real priority is crit, with CRIT DMG and CRIT Rate tied at the top, and a CRIT Rate target of 80% that is among the most demanding on the roster. CRIT DMG 140% and ATK 2,800 round out the goals. She is generous with main stats: slot 4 takes CRIT Rate, ATK% or CRIT DMG, slot 5 takes PEN Ratio, ATK% or Fire DMG, and only slot 6 is locked, at ATK%. Twenty-one loadouts across three 4-piece sets (Puffer Electro, Woodpecker Electro and Dawn's Bloom) give you plenty of room. So the shape of a good Soldier 11 is: right main in slot 6, crit rolls everywhere, and no sentiment about flat ATK.
